Thinking about finishing your basement in Calgary? Before you pick up a single sheet of drywall, there's one thing you need to sort out first — your permits.

Skipping permits might seem like a way to save time and money. It isn't. We've seen homeowners spend $50,000 on a basement only to have problems when trying to sell or refinance because the work wasn't permitted. The "savings" disappear fast.

Here's everything you actually need to know.


Do You Need a Permit?

Short answer: almost always yes.

A basement development requires a building permit if you are:

  • Developing a basement for the first time
  • Making structural changes such as moving or removing walls
  • Creating new openings in interior or exterior walls

The only time you don't need a permit is for minor cosmetic work — painting, replacing flooring, or moving furniture. Everything structural requires permits.


What Permits Do You Need?

For most basement developments in Calgary you'll need:

1. Building Permit

This confirms your construction meets Alberta Building Code — structural, fire safety, egress windows, ceiling heights.

  • Cost: $400–$2,000 depending on project scope
  • Timeline: 1–3 weeks to issue after Development Permit approval

2. Development Permit

Required if you're creating a secondary suite (separate living space with kitchen and bathroom). For a lifestyle basement — one you're finishing for your own use — you only need a building permit, not a development permit.

  • Timeline: 2–6 weeks

3. Trade Permits

Electrical and plumbing permits cost $116.50 each. These are separate from your building permit and required for any electrical or plumbing work.

Total permit cost: $600–$2,600 for a standard basement development. Total timeline: 3–9 weeks from start to permits in hand.


Lifestyle Basement vs. Secondary Suite — Key Difference

This is where most homeowners get confused.

Lifestyle basement (bedroom, bathroom, rec room — for your own use): Only a building permit required.

Secondary suite (separate kitchen, bathroom, private entrance — for renting): Both a development permit and building permit required, plus additional inspections.

Calgary requires two inspection types for secondary suites:

  1. Framing inspection — conducted before any drywall or insulation
  2. Final inspection — when the suite is ready for tenants

This is critical for drywall contractors like us — we cannot close walls until the framing inspection passes. If a homeowner skips this step, the inspector will require drywall to be removed.


Minimum Code Requirements

Your project must comply with Alberta Building Code standards:

Door height (secondary suite) 1.89 meters
Egress window opening 3.77 sq ft
Egress window minimum dimension 15 inches

How to Apply

Submit your application:

  • Online: apply.calgary.ca
  • In person: Planning Services Centre

You'll need detailed drawings of the planned space. Most homeowners hire a designer or work with their contractor to prepare these. Drawings typically cost $1,500–$3,500. A rushed or incomplete set will get rejected, costing weeks and money for revisions.


What Happens If You Skip Permits?

  • Fines up to $25,000
  • Can't sell your home without disclosure
  • Can't refinance your mortgage
  • Insurance won't cover the unpermitted space
